All NERSC educational programs are delivered live through Zoom. Zoom meeting link information will be emailed the day before each event and again approximately 15 minutes before the start of each training day.

Attendance Credit and CEUs
To receive attendance credit and a Certificate of Attendance, participants must:

* Attend the live session for at least 80% of the scheduled program.
* Complete the required survey for each session attended.

Attendance credit is awarded only for live participation. While select sessions from the Virtual Summit may be recorded for organizational purposes, recordings will not be available for attendees after the event.

NERSC will be applying for NASW authorization for eligible educational sessions. Upon approval, attendees will receive NASW credits at no additional cost. Sessions designated as General NERSC CEUs will award NERSC continuing education credit.

Conference registration opens July 31, 2026, and closes October 8, 2026. Early bird pricing ends on August 28, 2026. You must register by August 14, 2026 if you plan to pay by check and select "Bill Me" as your method of payment. You are responsible for sending your event invoice to your accounting department to submit payment. Please mail checks to P.O. Box 81, Fall River, MA 02722, and include the invoice number on the check memo. ALL CHECK PAYMENTS MUST BE RECEIVED BY SEPTEMBER 11, 2026. IF YOUR CHECK PAYMENT IS NOT RECEIVED, YOUR REGISTRATION WILL BE CANCELLED. All other payments are due at time of registration. Please carefully review all pre-conference emails for important updates and instructions. 

Cancellation by Registrant Policy
By August 28, 2026: Registrants may cancel their registration without penalty and receive a full refund. Requests for cancellation must be emailed to info@nerscinc.org.

By September 25, 2026: Registrants may cancel their registration and NERSC will issue a 50% refund. If payment has not yet been received, the registrant is responsible for paying the remaining 50% balance. The registrant will not be able to attend NERSC events, including but not limited to live webinars or future conferences, until the balance is paid. If the registrant is no longer with the company in which they registered under, the company is responsible for paying the outstanding balance. Requests for cancellation must be emailed to info@nerscinc.org.

After September 25, 2026: No refunds will be granted. Conference Cancellation or Postponement by NERSC
If NERSC cancels or postpones the 2025 fall virtual summit, we will issue a full refund. To further support NERSC and our educational mission, registrants will be provided the opportunity to convert their registration fee into a 100% registration credit that can be used within 12 months of the date of the event toward any NERSC offering.

We at NERSC know the many ways your work cuts across parts of the federal government from housing, food, economic development, health, and healthcare. Every week presents new opportunities why you get asked to contact your federal officials. It can be overwhelming.

We would not be asking you to do this if it were not important and essential to our community.

The Office of Management and Budget (OMB) has released a proposed rule—OMB‑2026‑0034—that includes significant revisions to Section 200.454: Memberships, Subscriptions, and Professional Activity Costs. These changes could directly affect professional development activities, including association memberships and conference participation for organizations receiving federal funding such as service coordinator grants.

Why This Rule Matters to You

OMB’s proposal is very vague which can put new approval requirements that could reshape how federally funded organizations and grantees engage in professional development. While the rule does not prohibit memberships or conference attendance, it does impose stricter conditions for reimbursement:

• Membership dues would only be reimbursable if they are demonstrably necessary to fulfill award requirements.
• Conference participation would require explicit approval from the relevant federal agency and must be included in the grant’s terms and conditions.
• These approvals would be in addition to the standard budget and voucher processes grantees already follow.

This most likely would create substantial administrative burden—more paperwork, more time, and more uncertainty—without clear standards or a defined approval pathway. It also raises concerns about how these changes could affect the professional communities that support your work, including peer‑curated content, expert training, and mandated learning requirements.

NERSC’s Position and Concerns

NERSC’s mission is to build a community of learning. Much of the training you rely on is not optional—it is essential to meeting federal expectations and maintaining high‑quality resident services.

Because professional development is central to fulfilling grant obligations, we believe that membership and conference participation would ultimately meet the criteria for approval. However, NERSC will be submitting comments to highlight several concerns:

• The lack of a clear approval process.
• The potential for delays in funding distribution.
• The risk of inconsistent interpretations across federal agencies.
• The impact on State Associations, which play a critical role in mentoring. training, and supporting service coordinators.
• The absence of an appeals process for denied requests.

These issues could disrupt the very infrastructure that supports your daily work.

Your Voice Is Essential

Public comments on the proposed rule are being accepted through July 13 at 12pm. We strongly encourage you and your organization to submit comments. Personalized feedback from practitioners carries weight and helps federal agencies understand the real‑world implications of regulatory changes.

When submitting your comment:

2. Search for OMB-2026-0034-0001 in the top search box
3. Select “Comment”, the blue button
4. Including the brackets, copy & paste [200.454] at the beginning.
5. Share how Section 200.454 would affect your work, your organization, and the communities you serve.

Please ensure you have approval from your employer before including your property name, address, or organization details, as all comments become public. You can also post anonymously without self-identifying information or as yourself without company or site information.

If you were to look up images of community gardening, you’d probably find people standing side by side, smiling, clearly enjoying each other’s company and time. But if you were to ask a service coordinator what comes to mind when they think of community gardening, they might say something like, “Some days are challenging, but worth it,” or “We have a lot of different personalities, but we make it work.”

Because the truth is, whether you’ve been a Service Coordinator for one month or twenty years, you know projects come with challenges. After all, we are working with people, and this is their home.

I remember the second year of our gardening program. A resident was particularly frustrated about the project and found it hard to manage the thought of outcomes being outside of their control. Toward the end of our conversation I told them, “I knew there would be bumps along the way, in fact I expected it.”

“You did?!” the resident exclaimed.

At first I was surprised that they were surprised, but the more I thought about it, the more I realized that I was looking at the garden through a different lens. As invested, as I was in the outcome, this was not my home or personal space.

I went into this knowing that it was an experiment, and every year, with the support of the residents, I was hoping it would grow (no pun intended). And as much as I wanted this program to be successful, they were really the driving factor behind all of it.

With this realization in mind, I found that the more we focused on this project as a way to learn about gardening and removed the expectations of perfection, the more residents opened up to accepting potential failure.

Through this process, residents learned that many things were out of their control, like the weather, animals (especially squirrels), and sometimes despite our best efforts, the plants just didn’t thrive.

This lesson carried over into everyday life, and we learned together that despite our best efforts to plan, sometimes life and Mother Nature have other plans. And that’s when you learn to course correct and move forward.

One of the first things that we learned early on, is that many of the residents wanted to participate, but community gardening just wasn’t their thing. Many residents would happily garden in their own space, but ask them to join in on a group activity, forget. To some extent, that’s something I can relate to. Gardening for me is my time, and I don’t always want to talk, or have to complete specific tasks in an order that someone else chooses.

The addition of balcony and patio gardens took the pressure off the community garden and that sense that it had to be perfect, and the stress of wondering if someone might “mess” with it. Plus, you would be amazed at what people can grow on their back deck. I have seen zucchini, green beans, peas, and even cucumbers and strawberries.

Although participation has not been consistent over the last three years, I have witnessed some amazing moments of residents stepping outside of their comfort zone and feeling empowered to make a difference. Starting year one with no budget was tough. We did put in for grants for year two of the program, but they didn’t come in time. But still the residents were determined to make it happen. One resident struck up a conversation with a local builder, who offered to build planters, and another brought letters down to the local hardware store looking for donations.

Even residents who were not directly involved in the gardening process benefited from seeing the gardens and talking with their neighbors. One of our residents would pick produce and walk around different buildings offering it to others to try. Moments like these reminded us that the value of the garden extended far beyond the people actively tending it.

We learned about processing disappointment, having patience and finding common ground. And through it all we grew a sense of community, investment in space, and the pride of seeing an idea turn into a vegetable that can be shared with others.

One area that has been important to me from the start, is for residents to have the ability to try something without the financial pressure of choosing between trying a new hobby or paying for something essential. I know some might argue that even a small contribution can be a motivator, but I am just so grateful they are willing to ride this roller coaster known as gardening in Northern New England.

To make participation easier, I felt it was important to remove as many barriers to gardening as possible, especially the financial ones. Residents were free to purchase their own items if they would like to, however my goal from the beginning has always been to offer plants, pots, soil, and other gardening supplies at no cost. This includes our residents that enjoy houseplants over an outdoor garden space. Beyond funding from grants and local businesses, many individuals stepped forward and donated plants, planters, herbs and painted rocks to add a little touch of joy to a sometimes disappointing process.

On my desk I have a sticky note that reads, "Sense of Purpose," "Adding Value," and "Need to Be Needed." These are feelings that we can all benefit from, including myself, and I believe our garden program has helped cultivate each of them.

When people think about community gardens, they often think about vegetables, flowers, and harvests. While those things are certainly important, the greatest things we have grown over the last three years cannot be measured in pounds of produce. We have grown confidence, connections, pride, patience, and a stronger sense of community.

I would encourage any service coordinator to take the leap into community gardening because the benefits go far beyond what is grown.

As a relatively newer service coordinator (going on five years), I’ve learned that the best approach to a successful program is consistency and time. Showing up for your residents day after day, through the good phone calls and the harder moments of life, is what builds trust and ultimately creates a successful program.

It can be tempting, especially early on, to believe that success is measured by how many programs you launch or how busy your calendar looks. There is often an unspoken pressure to create something big, visible, and impressive, because that is what we tend to see celebrated and promoted.

What we don’t often see highlighted are the quieter moments. The moments where you sit with an older resident who is nearing the end of their time, holding their hand and talking about the meaning of life. Through tears and laughter, with a deep appreciation for the intimacy of that exchange, those are often the moments where we matter most.

I’ve learned that many of the most meaningful moments in this role aren’t planned or documented. They happen in passing conversations, unexpected check-ins, or moments when a resident simply needs someone to listen. These are not moments you can schedule, but they are often the ones residents remember.

Over the years, I’ve been fortunate to organize and provide programming for residents, and there’s no doubt that it has made an impact. But more than the programs themselves, it’s the connections with residents, staff, and volunteers that have been the most memorable.

Consistency looks different for each resident. Some will want nothing to do with you but will gladly participate in an early survey. Others will call daily, just to check in or make small talk about the weather or dinner plans.

Consistency doesn’t require a full calendar or constant programming. Sometimes it looks like predictable office hours, a monthly newsletter, or simply being present in the same spaces at the same times. It looks like remembering names, following up, and showing residents that support doesn’t disappear when things get complicated or inconvenient.

That full spectrum of interaction is equally important to the well-being and longevity of residents living independently.

There will be times, as a service coordinator, when you question whether you’re making a difference. But I promise you, one day, it will click. And when it does, you’ll realize that consistency was never a small thing at all.

When is the annual NERSC conference?

The 28th Annual NERSC Conference: Reimagining Resident Services is scheduled to take place Tuesday, April 28 - Friday, May 1, 2026.


Where is the annual NERSC conference?

Mohegan Sun Casino and Resort located at 1 Mohegan Sun Boulevard, Uncasville, CT 06382.


When does registration open?

Conference registration opens to members on Monday, January 26, 2026, and to guests/non-members on Monday, February 2, 2026. The last day to register for the conference is Thursday, April 9, 2026.


How much does it cost to attend the conference?

Conference registration is $725 for members and $825 for guests/non-members. If you register by Thursday, March 5, 2026, there is an early bird discount. The early bird discount is $675 for members and $775 for guests/non-members. To attend for a single day, Wednesday or Thursday only, tickets are $425.


Is there a single day registration option?

Yes, you can sign-up to attend a single day. To attend for a single day, Wednesday or Thursday only, tickets are $425.


Is there an early bird discount?

Yes! If you register by Thursday, March 5, 2026, there is an early bird discount. The early bird discount is $675 for members and $775 for guests/non-members.

Is there a hotel room block?

Yes! There is a hotel room block at Mohegan Sun for NERSC attendees. The hotel room rate is $212 plus 15% state occupancy tax and $18 facility fee per night. Attendees usually book a three night stay with arrival on Tuesday, April 28, 2026 and departure on Friday, May 1, 2026. While the last day to book your hotel room is Tuesday, April 7, 2026, please understand that the block may sell out BEFORE this date. This means that if the hotel block sells out, the special discounted rate will no longer be available and the rate shown will reflect the current selling rate. You must both register for the conference and make your hotel accommodations as having one does not guarantee the other.

 
Who attends the conference?

Resident Service Coordinators (RSCs), Social Workers, Property Managers, Resident Engagement Coordinators, Resident Service Directors, Directors of Resident Services, Community Coordinators, and other affordable housing professionals.


Can I pay for the conference by check?

Yes; however, all check payments are due by Thursday, March 5, 2026. To pay by check, select "bill me" as your method of payment on the registration check-out page. If you select "Bill Me" as your method of payment, you are responsible for sending your event invoice to your accounting department to submit payment. Please mail checks to P.O. Box 81, Fall River, MA 02722, and include the invoice number on the check memo. ALL CHECK PAYMENTS MUST BE RECEIVED BY MARCH 5, 2026. IF YOUR CHECK PAYMENT IS NOT RECEIVED, YOUR REGISTRATION WILL BE CANCELLED.


Can I pay for the conference with a credit card?

Yes, credit card payments are accepted and due at the time of registration. The last day to register for the conference is Thursday, April 9, 2026.


Are meals provided at the conference?

Yes. Every effort will be made to accommodate allergy and dietary requests made in advance. Attendees have the option to bring their own meals or purchase food from elsewhere. There will be a breakfast buffet available to registered attendees Wednesday, Thursday, and Friday, and a lunch buffet available Wednesday and Thursday. Spouses and guests of registered attendees are NOT permitted to partake.


Are workshops authorized by NASW?

NERSC will be applying for NASW authorization. Upon NERSC’s approval of NASW authorization, all attendees will receive NASW credits. There is no additional cost to attendees.


How do I earn attendance credit and CEUs?

In order to receive attendance credit, attendees are required to: 1. register for the workshop; 2. sign into the workshop by scanning the unique session IN QR code using the Conference App; 3. sign out of the workshop by scanning the unique session OUT QR code using the Conference App; and 4. complete the survey for each workshop. 


Is there a conference app?

Yes, we use the Conference Attendee app developed by Engineerica. You can download the app to your phone through the Apple App Store or the Google Play Store. It is the GREEN icon. You will use the app to view your registered sessions, session locations, scan session QR codes, complete your session surveys, connect with other attendees and sponsors, and receive important event notifications. If you attended last year's conference, it is the same app. You will login using the email address you registered with for this year's conference. Login invitations will be sent to attendees in April.


How many CEUs can I earn at the conference?

You can earn up to 14.5 CEUs in a variety of HUD training areas. 


Is there a maximum attendance limit per workshop?

Yes, there are a maximum number of attendees per workshop. We recommend reviewing the workshop guide, and noting your selected classes before you register for the conference. Workshops will fill up fast. You can only earn attendance credit in the workshops you have registered to attend.


What is the conference cancellation policy?

By March 5, 2026: Registrants may cancel their registration without penalty and receive a full refund. Requests for cancellation must be emailed to info@nerscinc.org.

By April 9, 2026: Registrants may cancel their registration and NERSC will issue a 50% refund. If payment has not yet been received, the registrant is responsible for paying the remaining 50% balance. The registrant will not be able to attend NERSC events, including but not limited to live webinars or future conferences, until the balance is paid. If the registrant is no longer with the company that they registered under, the company is responsible for paying the outstanding balance. Requests for cancellation must be emailed to info@nerscinc.org.

After April 9, 2026: No refunds will be granted. If payment has not yet been received, then the registrant will not be able to attend NERSC events, including but not limited to live webinars or future conferences, until the full balance is paid. If the registrant is no longer with the company that they registered under, the company is responsible for paying the outstanding balance. Requests for cancellation must be emailed to info@nerscinc.org.

If NERSC cancels or postpones the 28th Annual NERSC Conference, we will issue a full refund. To further support NERSC and our educational mission, registrants will be provided the opportunity to convert their registration fee into a 100% registration credit that can be used within 12 months of the date of the event toward any NERSC offering.

When we think of Thanksgiving, we often picture a table surrounded by family and friends sharing a meal. While that image captures the spirit of togetherness, the holiday’s roots reach much deeper. Long before the Pilgrims’ famous feast of 1621, Indigenous peoples across North America celebrated harvest seasons with feasts, dances, and rituals that gave thanks for the bounty of the land.

The first documented Thanksgiving service in North America took place on May 27, 1578, in Newfoundland. Some historians also believe that colonists at the Popham Colony in Maine held a Thanksgiving service in 1607. That same year, settlers in Jamestown, Virginia, gave thanks for their safe arrival in the New World, and in 1610 they held another day of gratitude when a supply ship reached them after a devastating winter. Early colonists in Virginia continued holding Thanksgiving services annually until conflict with local tribes brought the tradition to a halt.

The Pilgrims later held what became the most recognized Thanksgiving in 1621. It was not a formal religious event but a shared feast among settlers and the Wampanoag people. They said grace before eating, played games, and celebrated for three days. Two years later, in 1623, after a long drought threatened their crops, the Pilgrims gathered to pray for rain—and days later, it came. When Captain Miles Standish arrived with supplies and news of another ship on its way, the settlers held another day of thanks on June 30, 1623. This blend of prayer and celebration became the model for future Thanksgiving observances.

For about 150 years, Thanksgiving celebrations were held locally, usually during harvest season. In 1789, Massachusetts called for a day of giving thanks to celebrate the new Constitution and independence. Later that year, President George Washington proclaimed November 26 as a national day of “public thanksgiving and prayer.” Presidents Adams, Madison, and Monroe continued this practice, though Thomas Jefferson declined, citing concerns about the separation of church and state.

Thanksgiving became a permanent national holiday thanks in large part to Sarah Josepha Hale, the editor of Godey’s Lady’s Book. Over 36 years, she published articles, recipes, and letters urging leaders to establish a national day of thanks. Her persistence paid off in 1863 when President Abraham Lincoln, following the Battle of Gettysburg, declared that the last Thursday of November would be a day of national Thanksgiving. Many saw his proclamation as a step toward healing a divided nation during the Civil War.

In 1939, President Franklin D. Roosevelt moved Thanksgiving to the third Thursday of November to lengthen the shopping period before Christmas, but public pushback led Congress to settle the matter in 1941, officially designating the fourth Thursday of November as Thanksgiving Day.

Today, Thanksgiving remains a time for families and communities to gather, reflect, and express gratitude. For Resident Service Coordinators, this season also brings an opportunity to show empathy and support for residents who may be facing new challenges. Many individuals and families have lost or are losing their SNAP benefits, which can make the holidays feel more stressful than in years past. This is a time to reach out, listen, and connect residents with resources that can help lighten the burden. Consider partnering with local grocery stores, food pantries, and community organizations to organize food distributions or share information about assistance programs. Thanksgiving reminds us that gratitude grows stronger when it is shared and that by extending care and compassion, we help create a sense of stability and belonging within our communities.

Article: How will the Federal government shutdown affect my SNAP benefits?

Why do federal government shutdowns affect SNAP benefits?

SNAP benefits are paid for by the federal government through the U.S. Department of Agriculture (USDA) Food and Nutrition Services (FNS). If the federal government shuts down, the USDA may not send the money to states, which could delay or stop your monthly food benefits. 

Will I still get my October SNAP benefits?

Yes, you will still get your October 2025 SNAP benefits. October benefits for ongoing participants were sent as usual and on time. Individuals who are granted in October will still receive October benefits.

Can I use my existing EBT balance past October?

At this time, SNAP benefits already loaded onto your EBT cards remain available for use to purchase food through Oct. 31, 2025. 

If the federal shutdown continues past Oct. 31, you will still be able to use any SNAP benefits left over from previous months until the federal government reopens.

How will the shutdown affect my November SNAP benefits?

If the federal shutdown keeps going, SNAP benefits for November will not be sent out. November SNAP benefits cannot be issued until the federal shutdown ends or new guidance is provided by FNS.

• If the shutdown ends before November 1, benefits will be issued as usual. 

• If the shutdown ends after November 1, benefits may be delayed but will be paid retroactively (you will get the amount you missed). Once the shutdown ends, benefits will return to the regular schedule.

Will the shutdown affect other DSS benefits or services in November such as TFA? 

No, only SNAP benefits may be delayed in November. You will still receive your other benefits such as TFA.

How can I prepare for the shutdown's effect to my benefits?

Here’s what you can do:

• Check your EBT balance by calling 1-888-328-2666 or use MyDSS
• Stay informed and connected by visiting Food assistance
• If you need help with food, you can call 211 or visit 211
• Continue following all SNAP rules
• For the latest information, follow DSS on Facebook and Twitter 

Can I apply for SNAP during the shutdown if I don’t already get benefits? 

Yes. You can apply for SNAP benefits online, in person, or by mail. Visit MyDSS to learn more about how to apply. If you are approved for SNAP during the shutdown, you may not get your food benefits until the shutdown ends.

Do I still have to meet SNAP requirements during the shutdown? 

Yes, you still need to follow all SNAP rules, like completing your renewal, submitting a Periodic Report Form (PRF), and telling us about the changes you need to report.

What if I need to renew my SNAP benefits and haven't turned in my renewal?

It’s important to submit your renewal right away. You can submit your renewal online at MyDSS in person, or by mail. 

Does the shutdown affect Summer EBT benefits?

No, you can still use any available Summer EBT benefits after October 31st. For more information, visit Summer EBT.

Dear Community Partners,

We are writing to share important updated information from our federal SNAP partner regarding SNAP benefits during the ongoing federal government shutdown.


What We Now Know:

• If you have a balance from previous months, you will still be able to use it after November 1. Carryover benefits already on EBT cards remain accessible.

• No new benefits will be added to cards until the shutdown ends. This means that starting November 1, households will not receive their regular monthly SNAP allocation.

• DSS is still accepting and processing SNAP applications. If someone is approved for benefits for October, those benefits will appear on their card when the federal government reopens.

 
What This Means for Your Clients:

Many of the families you serve will be impacted by this disruption. Those who rely on monthly SNAP benefits to feed their families will face significant hardship beginning November 1. We anticipate increased demand at food pantries and meal programs across the state.

State Response:

• This $3 million in emergency funding will help Connecticut Foodshare expand its capacity to meet urgent needs.

• We are working closely with Connecticut Foodshare and partners across the state to ensure no one falls through the cracks.

• DSS will continue to monitor the situation and coordinate our response with food security partners statewide.

Food insecurity is defined as “the state of not having reliable access to enough healthy food that you can afford” (Oxford Learner’s Dictionary).

Many people assume that as long as someone isn’t skipping meals, they aren’t food insecure. But food insecurity goes far deeper than simply having a full stomach. Nutrition, overall health, and quality of life all play a role.

According to the New Hampshire Food Bank, “the state’s food insecurity numbers remain highest in Coös County, where an estimated 13.3% of the population experiences food insecurity” (NH Food Bank). Of those, more than 1 in 5 are children. In fact, a 2011 Carsey Institute study described Berlin as a “food desert,” citing “limited access to affordable and nutritious food” (NHPR).

With these statistics in mind, it became clear that many Berlin Public Housing residents were also likely facing food insecurity. Yet accessing support can be difficult. Barriers include mobility challenges, transportation limitations, and even mental health or cognitive impairments.

As a Resident Service Coordinator, part of my role is to recognize these barriers and work to bridge the gaps. Almost two years ago, with the help of a resident who volunteers at Feeding Hope Food Pantry, I connected with pantry coordinator Sarah Swift to explore bringing food directly to our community. Even without a survey, I knew if one resident needed help, there were certainly more.

Since partnering with Feeding Hope, between 21 percent and 45 percent of Berlin Housing residents have received food support over the past two years. Together, we have distributed 13,545 pounds of food, which is nearly 6.7 tons, through 387 food boxes. Each box averaged 35 pounds and was tailored to residents’ specific needs and requests, ensuring the food provided was both thoughtful and useful.

To reach residents with limited mobility or transportation, Public Housing staff hand-delivered every box. These visits offered more than food. They created moments of connection, care, and reassurance. Home-delivered food boxes have also helped open up conversations and connect residents and staff on a deeper level.

This partnership shows the importance of working together as a community. Public Housing staff could not do this work alone, and the Feeding Hope Food Pantry could not reach as many residents without this collaboration. By joining efforts, we have been able to provide not only food but also support, encouragement, and a stronger sense of community. The impact reaches far beyond the food itself.

Congress failed to reach an agreement on funding beginning October 1, 2025. As a result, the federal government is shut down until further notice. We recognize that your organization plays a critical role, and we want to provide you with information to help you guide the people you serve.  

We want you to know that during the federal government shutdown, payments to all people who currently receive Social Security benefits and Supplemental Security Income (SSI) will continue with no change in payment dates. Your clients will still receive their payments on time.

To help manage their benefits and access important services, please encourage your clients to create an online my Social Security account at www.ssa.gov/myaccount/. With a personal my Social Security account, your clients can view benefit estimates, request a proof of income letter, apply for benefits, request a replacement Social Security card or Medicare card, and much more. It’s easy, convenient, and secure.

Our local offices will remain open to the public but will provide reduced services. During this time, your clients can still:

- Apply for benefits
- Request an appeal
- Change their address or direct deposit information
- Report a death
- Verify or change their citizenship status
- Replace a lost or missing Social Security payment
- Obtain a critical payment
- Change a representative payee
- Make a change in their living arrangement or income (SSI recipients only)
- Obtain a new or replacement Social Security card

Hearings offices remain open to conduct hearings before an Administrative Law Judge (ALJ). Please be - aware that we may not be able to assist with all in-person service requests at this time. For example, we - cannot provide proof of benefits letters, or update or correct earnings records. These in-person services will resume when the federal government is operating normally.

Suicide is a preventable tragedy, and Resident Service Coordinators (RSCs) play a crucial role in connecting residents to the right resources while organizing programs that educate, support, and empower communities.

The Role of Resources in Suicide Prevention

Access to resources is essential in preventing suicide. Resources can include crisis hotlines, mental health clinics, licensed counselors, support groups, educational materials, and workshops on coping strategies. Ensuring residents know about and can access these resources helps reduce isolation, provides guidance during challenging times, and creates a network of support within the community.

How RSCs Plan Effective Suicide Prevention Programs

RSCs can take a strategic approach to planning programs that raise awareness and connect residents with resources:

1) Assess Community Needs: Start by identifying mental health concerns and barriers within the community. Surveys, informal conversations, and observation can help determine what resources are most needed.

2) Collaborate with Partners: Work with local mental health organizations, crisis centers, hospitals, and non-profits to bring professional support and reliable resources to residents. Partnerships can also provide guest speakers, facilitate workshops, and offer on-site counseling opportunities.
3) Organize Educational Programs: Host workshops, panel discussions, or awareness events that teach residents about warning signs, coping strategies, and how to access help. Incorporate culturally relevant and multilingual resources to ensure inclusivity.

4) Create Resource Guides: Compile directories of mental health services, crisis hotlines, and community support programs. Distribute them in community spaces, newsletters, or through digital platforms for easy resident access.

5) Promote Open Dialogue: Encourage conversations around mental health to reduce stigma. Safe spaces, support groups, and Q&A sessions allow residents to share experiences and ask questions without fear of judgment.

6) Follow-Up and Support: Ensure residents know how to reach ongoing support after events. Provide contact information, schedule regular check-ins, and connect residents to long-term counseling if needed.

NERSC, Inc. proudly supports the Expanding Service Coordinators Act, recognizing it as a vital investment in the health, stability, and well-being of residents in federally assisted housing. As an organization dedicated to advancing the service coordination profession throughout New England, we see firsthand how service coordinators empower older adults, families, and individuals with disabilities to live independently and access essential resources such as healthcare, nutrition, transportation, and job training. This legislation will provide much-needed funding, training, and workforce support to expand and strengthen service coordination programs across the region. By investing in this critical profession, the Act ensures that more residents in New England—and across the country—can thrive in safe, supportive housing environments.

The Expanding Service Coordinators Act would make critical investments and reforms to expand service coordinator programs to serve more people in federally assisted housing. Specifically, the bill would:

• Authorize $225 million annually (FY2026–FY2030) for covered service coordinator programs, including Section 202 properties, and continue existing congregate service grants.

• Create new 3-year grant programs for service coordinators in Section 202 housing (HUD) and Section 515 rural housing (USDA), with priorities for properties serving elderly or disabled residents and those in persistent poverty or underserved rural areas.

• Authorize $45 million annually (FY2026–FY2030) for the Resident Opportunity and Self-Sufficiency (ROSS) Service Coordinator Program in public and Indian housing.

• Provide $37 million in FY2026 through the Health Resources and Services Administration (HRSA) to award 150 grants to Low-Income Housing Tax Credit properties to fund service coordinators.

• Require a $2,500 annual training set-aside for each service coordinator and mandate annual reporting on training completed.

• Extend eligibility for the Public Service Loan Forgiveness program to service coordinators and protect grantees from new HUD requirements outside standard reporting, monitoring, and compliance.

Service coordinators are an underfunded resource in federally assisted housing. They help individuals navigate the complicated web of social services that can make the difference between a resident sinking or thriving. It is more important now than ever to invest in this critical workforce.

They’re not just about protecting ourselves; they’re about protecting everyone around us. And when it comes to helping communities stay informed, connected, and up to date, Resident Service Coordinators (RSCs) play a starring role. From measles to the flu to COVID-19, vaccines have saved countless lives and prevented the spread of serious illnesses. Staying on top of recommended vaccines helps keep kids in school, adults at work, and older neighbors out of the hospital. In short it keeps life moving.


Where RSCs Step In

RSCs aren’t just program coordinators; they’re trusted connectors. They know the community’s needs, they hear residents’ concerns, and they know how to bring people and resources together. National Immunization Awareness Month is the perfect time for RSCs to team up with local health experts and make vaccines more accessible and less intimidating.

Whether it’s setting up a mobile vaccine clinic in a community room, bringing in bilingual nurses to answer questions, or creating easy-to-understand flyers, RSCs help make sure no one is left out of the conversation, or the protection vaccines provide.

Power in Partnerships

One of the biggest strengths of an RSC is the ability to partner with organizations like local health departments, pharmacies, neighborhood clinics, and community coalitions. These partnerships can:

• Offer free or low-cost shots right where residents live.
• Provide transportation to clinics for those who need it.
• Share trusted, fact-based information in multiple languages.
• Break down fears and misconceptions by connecting residents with real healthcare professionals.

Making Health Info Easy & Accessible

In a world overflowing with misinformation, having someone you trust explain the facts can make all the difference. RSCs can host health fairs, “Ask the Nurse” events, or simple table setups in lobbies where residents can stop, chat, and take-home resources.  When residents are vaccinated and protected, everyone benefits kids learn without interruptions, older adults stay stronger, and families can focus on living life instead of fighting illness. NIAM is more than a health campaign. It’s a reminder that prevention works best when we do it together.

Thanks to the efforts of Resident Service Coordinators and their community partners, staying up to date on vaccines becomes easier, friendlier, and more accessible for everyone. This August and all year long let’s keep the conversation going and the protection growing.
